Ready for the 2030 Horizon?
The world is constantly evolving, and much of this transformation has been driven by innovation and social entrepreneurship projects developed by organizations and social enterprises in recent years. It is essential to continue, improve, find new solutions, create, intervene, and, above all, prove and demonstrate that the work carried out can effectively meet and fulfill the objectives set by the various stakeholders responsible for this shared social transition, which is also a key focus of the European Union.
According to European Information for Citizens (EUROCID - Eurocid - European information for citizens (mne.gov.pt)), Portugal’s 2030 strategy aligns with public policies for the 2030 horizon and is structured around four key themes fundamental to a positive social transition: (1) People first – better demographic balance, greater inclusion, and reduced inequality; (2) Innovation and skills as drivers of development; (3) Resource sustainability and tackling climate change; (4) A country that is externally competitive and internally cohesive.
This strategy adopted by Portugal will guide all investments and support from European funds for the 2021–2027 period. In addition to addressing the challenges outlined above, it also reflects the main needs and priorities identified both at the European and national levels.
These priorities are organized into eight pillars, each with its own strategic objectives:
- Innovation and Knowledge – ensuring business competitiveness and the development of the national scientific and technological base through a strategy grounded in innovation;
- Skills, Training, and Employment – ensuring the availability of human resources with the qualifications needed for economic and social development and transformation, while maintaining employment sustainability;
- Demographic Sustainability – addressing population aging and ensuring demographic sustainability, while providing appropriate goods and services for an aging population;
- Energy and Climate Change – reducing energy dependence and adapting territories to climate change, including effective risk management;
- Blue Economy (Economy of the Sea) – strengthening the strategic economic potential of maritime resources while ensuring environmental sustainability;
- Competitiveness and Cohesion of Coastal Territories – promoting economic dynamism and social and territorial cohesion in Atlantic urban systems;
- Competitiveness and Cohesion of Inland Territories – enhancing the competitiveness of low-density regions around medium-sized cities, promoting sustainable use of endogenous resources and rural development, diversifying the economic base, and ensuring public service delivery;
- Agriculture and Forestry – promoting competitive agricultural development with a focus on irrigation, alongside a strengthened strategic commitment to forest reform.
